Upgrade Delete Latest Download Command - April 27, 2026

• Address #26296 by upgrading Delete Latest Download Command to support background deeplinks without focusing Raycast.
• Added Toggle Deletion Behavior command to switch between moving downloads to Trash and permanently deleting them.
• Added faster repeated deletion from Manage Downloads after confirming a move-to-Trash action once.
• Documented that background permanent deletion requires foreground approval while foreground permanent deletion still prompts every time, and that canceling foreground permanent deletion disables background permanent deletion until the next approval.
